General Definition of Work
The position directly assists the Town Manager with complex professional and administrative work as required under the general direction of the Town Manager. Directly supervises Human Resources, Planning, Zoning, Code Enforcement and Recreation Departments. Makes presentation to various audiences using good communication skills.
Essential Functions

Knowledge, Skills and Abilities
Comprehensive knowledge of public administration principles and practices; knowledge of municipal finance practices; comprehensive knowledge of the laws, ordinances and regulations of the Town; ability to write clear and concise reports, memoranda, directives and letters; ability to analyze complex problems and develop comprehensive plans from general instructions; ability to meet the public and to discuss problems and complaints; ability to plan and direct and coordinate the work of a local government; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with department heads, Town Council and the general public.
Education and Experience
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in public administration or a related field and considerable experience in administrative capacity in local government.
Physical Requirements
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force regularly to move objects; work requires climbing, walking, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data; the worker is not subject to adverse environmental conditions.
Special Requirements
A valid Commonwealth of Virginia driver’s license.
